Experimental Electric Vehicle Charging Discount

Applicability

This experimental supplemental schedule is applicable to customers operating registered, street-legal electric vehicles with a gross vehicle weight between 750 pounds and 8,000 pounds, to publicly or privately owned golf courses operating only electric golf carts, and to electric fleet operations. Gross vehicle weight (gvw) is defined as the curb (empty) weight plus maximum payload (people and cargo). The customer must agree to abide by the terms and conditions outlined below.

Participation under this schedule is voluntary and is subject to Alameda Power & Telecom's (Alameda P&T's) sole discretion. This schedule is experimental and will remain in effect until such time that Alameda P&T implements a superseding time-of-use or other rate schedule for electric vehicle charging or until canceled by the Public Utilities Board.

Discount

Discounts will be applied to the charges billed under any of Alameda P&T's applicable residential, commercial, or municipal rate schedules. Discounts per vehicle per month are shown below. Alameda P&T will be the final authority in the determination of gvw for the purpose of categorizing vehicles for discounts.

Very Light Duty Vehicles
(750 lbs.-1,999 lbs. gvw):
150 kWh/ month x $.06/ kWh
($9.00 per vehicle per month)
Light Duty Vehicles
(2,000 lbs.-4,999 lbs. gvw):
250 kWh/ month x $.06/ kWh
($15.00 per vehicle per month)
Medium Duty Vehicles
(5,000 lbs.-8,000 lbs. gvw):
350 kWh/ month x $.06/ kWh
($21.00 per vehicle per month)
Commercially-Operated Golf Carts and Fleet Vehicles: 50% of the metered kWh for the separately-metered golf cart or fleet vehicle charging facility.

If a participating customer can demonstrate that vehicle charging consumption is significantly different than shown above, an adjustment to the discount may be made at Alameda P&T's sole discretion.

Definitions and Special Conditions

  1. PROOF OF REGISTRATION
    Customers are required to provide proof of registration of the vehicle(s) when applying for service under this schedule. The customer agrees to immediately notify Alameda P&T in the event that they are no longer operating the electric vehicle(s), or when, in the case where more than one vehicle is being operated, the number of electric vehicles being operated changes.
  2. VEHICLE CHARGING
    The customer agrees to charge their electric vehicle(s) during the Alameda P&T's off- peak hours (between 8:00 p.m. and 8:00 a.m. Monday through Friday, and all hours on Saturday, Sunday, and days observed as non-work holidays by the City of Alameda).
  3. MINIMUM CHARGES
    In no event will the discounts be greater than the total electric charges for the month plus the applicable minimum charge or service charge. If the customer's total monthly kWh use falls below the levels listed above for the vehicle(s) in each category, times the number of vehicles (e.g., 150 kWh x 2 vehicles = 300 kWh), the customer may be removed from this schedule immediately. In the event that the customer will not be charging the electric vehicle(s) for a period of time exceeding two weeks, the customer agrees to notify Alameda P &T prior to the planned period of non-use. The discount will be discontinued for each vehicle not being operated until such time that the customer notifies Alameda P&T of intended continued operation of the vehicle(s).
  4. ELECTRIC GOLF CARTS
    Discounts for golf carts apply only to commercial golf course operators. The golf carts must be charged at a separately-metered facility designed only for recharging electric golf carts. The operator agrees to use only electrically-powered golf carts. In the event any non-electric golf carts are used, the operator may be disqualified from receiving this discount.
  5. FLEET ELECTRIC VEHICLES
    The fleet electric vehicles must be charged at a separately-metered facility designed only for and dedicated solely to the recharging of those vehicles.
  6. METERING
    Except as specified in 4 and 5 above, a separate electric meter for the electric vehicle charging is not required for service under this schedule. However, Alameda P&T may request that a separate meter be installed at its expense to monitor electricity use for load research and forecasting.
  7. ALL REQUIREMENTS PROVIDER
    The customer agrees to take all electric service requirements from Alameda P&T. In no event shall the customer use cogeneration, self-generation, electricity wheeled from any other source without Alameda P&T's written consent.
  8. ENERGY AUDIT
    Customers taking service under this schedule may be asked to allow Alameda P&T to perform an inspection of facilities or plans for the purpose of making energy efficiency recommendations and/or verifying the installation of electric vehicle charging equipment.
  9. CUSTOMER SURVEY
    Customers may be asked to provide information about the operation of the electric vehicle(s) including, but not limited to, mileage, maintenance, charging preferences, driving impressions, and other information.
  10. TERM
    The discount for each vehicle will commence no later than the second bill after the application is approved. Alameda P&T, at its discretion, may remove the customer from this schedule in the event the customer no longer meets the conditions described herein.
  11. RULES and REGULATIONS
    Other conditions, as specified in Alameda P&T's Rules and Regulations and as stated in the customer's primary rate schedule, shall apply to this supplemental electric rate schedule.
