CITY APPOINTS CHIEF FINANCIAL OFFICER,
ADMINISTRATIVE SERVICES MANAGER
ALAMEDA, Calif., June 11, 2004 -
The City of Alameda has announced appointments to two staff positions.
Ms. Juelle-Ann Boyer has been appointed as the City's Chief Financial
Officer, and will assume responsibility for direction of the City's
Finance Department and development of the City's $300 million budget.
City Manager Jim Flint stated, "We are thrilled that Juelle-Ann has
accepted this appointment. She brings over 30 years of municipal
experience to the Department and is already well familiar with the
City's financial structure, organization, and goals, especially
considering her past 17 years in another City department, Alameda Power
& Telecom."
Ms. Boyer becomes the chief accounting officer for the City and will
oversee the Finance Department Administration, Accounting Services,
Accounts Payable, Revenue, Business License, and Payroll sections and a
total of 18 employees. In this capacity, she will be assuming the duties
of Ms. Zenda James, who will be retiring at the end of June after over
15 years with the City and 38 years of service to local governments.
City Manager Flint added, "Zenda has been a definite asset to Alameda
during her tenure. Her experience, energy, and enthusiasm will be
missed."
Prior to her service to Alameda Power & Telecom, Ms. Boyer was the City
of Petaluma's Finance Director. She holds a Master of Business
Administration in International Management from Golden Gate University
and a baccalaureate degree in World Business from San Francisco State
College. An Alameda resident, Ms. Boyer has been active in the Isle City
Business and Professional Women and has served on the board of Xanthos,
Inc. and currently is serving on the boards of the Alameda League of
Women Voters and Girls Inc. of the Island City.
Concurrently, the City has announced the appointment of Mr. Robert J.
Orbeta as Alameda Power & Telecom's new Administrative Services
Manager.
As such, Mr. Orbeta assumes responsibility for development of the
department's business plan and a supporting budget in excess of $74
million. He will assume many of the responsibilities previously
fulfilled by Ms. Boyer.
He will direct ratemaking for telecommunications services, materials
and services purchasing, facilities maintenance, and public relations,
as well as coordinate participation in regulatory, legislative,
industry, financial, and joint powers agency forums.
Mr. Orbeta has more than 25 years of experience in the utility
industry, most recently for the Pacific Gas and Electric Company. He
holds a baccalaureate degree in Finance from California State University
Hayward.
Also an Alameda resident, Mr. Orbeta has served the community as a
member of the Alameda Rotary and Elks Clubs and as a past President of
Girls Inc. of the Island City.
